Lower Falls - Ebasco

This image - taken of a model produced for the 1961 Ebasco Report - represents the first master plan for the City of Spokane that envisioned, among other things, portions of the 1913 Olmsted “Gorge Park.” Ebasco advised the removal of railyards in favor of a central greenspace, a trail system to provide access to the shoreline, and the clearing of bridges from the falls area.
